INVITATION TO TENDER (TECHNICAL AND FINANCIAL) FOR CONSTITUENCY PROJECT UNDER THE 2016 CAPITAL APPROPRIATION

INTRODUCTION

1.0 The National Space Research and Development Agency and the Center for Satellite Technology Development invites qualified, interested and credible Contractors/Suppliers and consultants to tender for goods and services under the 2016 CONSTITUENCY PROJECTS.

2.0 SCOPE OF WORK

2.1 SECTION A: GOODS
LOT 1: Procurement of 100 Laptop Computers with all accessories.
2.2 SECTION B: CONSULTANCY
LOT 2: Procurement of Consultancy for 21st Century ICT Capacity Building Training for Principals, Vice Principals, Teachers etc in Ekiti Central Senatorial Constituency.

3.0 REQUIREMENT/ELIGIBILITY CRITERIA
Interested Contractors/Suppliers and Service Providers are required to submit the following:
I. Certificate of Registration with Corporate Affairs Commission (CAC)
II. Tax Clearance Certificate Corresponding with Company Annual turnover for three years (2013, 2014, 2015) and Tax identification number secured from a proper Tax Authority.
III. Evidence of compliance with Industrial Training Fund (ITF) BY inclusion of Certificate of Compliance from Industrial Training Fund.
IV. Evidence of compliance with Pension Reform Act 2004 by the inclusion of PENCOM compliance Certificate.
V. Evidence of interim registration of firm on the National Data Base of Contractors, Consultants and Service Providers with Bureau of Public Procurement (BPP)
VI. Comprehensive company profile with list of Technical/Management Staff including the Technical Qualifications of key personnel, evidence of previous work experience in similar fields at least three (3) in the last five (5) years and details of equipment owned.
VII. Evidence of Financial capability to execute the projects (Bank Reference).
VIII. Annual Audited Account for the last three (3) years (2013, 2014, 2015).
IX. Name, email address and telephone number of contact person for the project.
X. Affidavit of disclosures that none of the persons connected with the bid process in the procuring entity has any pecuniary interest and that the company is not in receivership of any form of insolvency/bankruptcy nor in debarment and that the company nor any of the Director(s) of the company has been convicted of financial crime.
XI. Any other information that will further enhance the qualification of the company.

4.0 COLLECTION OF TENDER DOCUMENTS
Tender documents are obtainable from the office of the Director, Procurement Department of National Space Research and Development Agency, Abuja upon the payment of a non-refundable tender processing fees of N20,000.00(Twenty Thousand Naira (only). Payable to NASRDA TSA Account.

5.0 SUBMISSION OF TENDER DOCUMENTS
Completed Technical and Financial Tender Documents (1 sets of hardcopy) shall be submitted in two different envelops and labelled “TECHNICAL BID” and “FINANCIAL BID” and both placed in a third envelope.
All three envelopes should bear the Company name at the reverse side while the “Project Name” and “LOT No” should be at the Top right hand comer of the envelope and addressed to the: Director General/CEO, National Space Research and Development Agency, Pyakasa Junction, Airport Road, Lugbe Abuja and dropped off at designated Tender boxes in the office of the Director, Procurement, NASRDA Headquarters, Abuja not later the sex weeks from the date of Tender advert.

6.0 BID OPENING
Tender documents (TECHNICAL) are to be opened immediately after the closing or submission at 12:00 noon on 16th January, 2017, in the presence of Bidders or their Representatives, and Representatives of relevant Professional bodies and Non-Governmental Organization at the DG Conference Room, NASRDA HQ, Lugbe, Abuja.
Only firms whose technical bids fulfill the minimum requirement would be contacted for the financial bid opening exercise exactly 14 days after.
This publication hereby serves as an invitation for the bid opening exercise to appropriate Professional Bodies and NGOs.

7.0 IMPORTANT INFORMATION
• The Agency reserves the right to authenticate all claims made by any contractor in its submission
• Failure to provide any information required may lead to instant disqualification
• Expression of interest should not be construed as a commitment on the part of the Agency
• It shall not entitle any contractor to make any claims whatsoever or seek any remedy/indemnity from the Agency by virtue of such company having responder to the advert
• This advert supersedes our earlier advert of March 21st 2016 in the Federal Tenders Journal, Daily Trust Newspaper and the Punch Newspaper respectively.

8.0 DISCLAIMER
The National Space Research and Development Agency will not be responsible for any cost of expenses incurred by any interested party in connection with any responses to this invitation. The Agency is not under any obligation to award contract to the lowest bidder but in accordance to the selection criteria stipulated in the Public Procurement Act, 2007.
